Release 0.4.3-2 to unstable

 * Archive to unstable
 * Bump standard version to 3.9.5
 * Removed dpkg-dev

The version dependency to debhelper indirectly sets the version dependency of
dpkg-dev properly.  dpkg-dev is build essential.
